How we rate online casinos

Every review on LatvianCasino.com is prepared according to the same rules. Below is what we check, how we score and what the score does not mean. Reviews are prepared and updated by Jewgienij Ja.

Legal status in Latvia comes first

In Latvia, online casinos are legal only if they hold an interactive gambling licence issued by the State Revenue Service of Latvia (VID). The list of licensed operators is published on the VID website. From 1 April 2026, all supervisory and licensing functions transferred from the IAUI inspectorate to VID.

The casinos in our rating are international (offshore) platforms: they do not hold a Latvian VID licence. Therefore, at the very beginning of each review, we state explicitly that the operator operates without authorisation in Latvia and indicate that the reader verifies the details and licence (usually offshore, e.g. Curaçao) themselves in the footer of the casino site. This information is provided regardless of the score and cannot be 'overridden' by other service advantages.

Playing on a site that organises interactive gambling in Latvia without a VID licence is prohibited: the fine for a player is between €70 and €350. VID maintains a list of blocked domains of unlicensed operators. A bank may decline a payment to an unlicensed site. The Latvian register of self-excluded persons does not apply to such platforms, nor does regulator protection. More on legal status on the page about licensing in Latvia.

What we check

  • Operator and transparency. Who runs the service, jurisdiction, legal entity, whether terms are available and clear.
  • Payments. Deposits and withdrawals in euros, cards from Latvian banks (Swedbank, SEB, Citadele, Luminor), e-wallets (Skrill, Neteller, Revolut), minimum amounts, limits, verification requirements.
  • Bonuses. Not the size of the bonus, but its terms: wagering, maximum bet, winnings cap from bonus, validity period, excluded games and payment methods. More in the bonuses section.
  • Games and providers. Game selection, well-known developers, access to demo mode.
  • Support and languages. Contact channels, opening hours, availability of Latvian, Russian and English, quality of responses.
  • Risk signals. Player complaints about blocked payouts, frequent domain changes, opaque account closure rules.
  • Responsible gaming tools. Deposit and time limits, play pause, self-exclusion (remember that the VID register of self-excluded persons does not apply to offshore sites).

Scoring scale

The expert score is given on a scale from 0 to 10. It takes all the above criteria into account, but the greatest weight is given to payments (whether payouts are real and arrive on time) and transparency of terms. The score describes the quality of the service as a product and is not a recommendation to play with an operator without a VID licence. See the full methodology on the methodology page.

A reader score may be displayed alongside the expert score. This is a separate indicator — the average of user votes — and is not mixed with the expert score.

Sources

We use operator terms and websites, registers of foreign regulators (Curaçao Gaming Authority, MGA and others), player reviews and our own checks of registration, deposits and withdrawals where possible. We also verify official VID data on the list of blocked domains.

Updates

Latvia operates a register of self-excluded persons maintained by VID: you can ban yourself from gambling for a period of 12 months or more.
